[Unofficial Vietnamese Translation] [English follows…] [Le français suit…] Thượng Nghị Sĩ Ngô Thanh Hải Đệ Trình Dự Luật Bắt Buộc Duyệt Xét An Ninh Quốc Gia [Để phổ biến lập tức] Ngày 11 Tháng Mười Hai, 2018           Hôm nay, Thượng Nghị Sĩ Ngô Thanh Hải đã phát biểu sau đây, liên quan đến việc đưa ra Dự luật S-257, một Dự Luật nhằm tu chính   Sắc Luật Đầu Tư Canada (bắt buộc một cuộc xét duyệt ảnh hưởng trên nền an ninh quốc gia của những công ty quốc doanh nước ngoài thuộc quyền sở hữu của chính phủ muốn vào đầu tư tại Canada.): “Dự luật này của Thượng Viện sẽ tăng thêm sức mạnh và canh tân hóa khả năng của chính quyền trong việc bảo vệ an ninh quốc gia trong lúc tiếp tục duy trì chính sách đầu tư cởi mở và dài hạn của Canada. “Chính phủ có bổn phận bảo vệ an ninh quốc gia và trách nhiệm tăng cường sự tin tưởng vào việc đầu tư được đóng góp bởi các thành viên và đồng minh quốc tế, mà không làm phương hại đến nền an ninh và sự bảo mật của người dân Canada. Theo dự luật này, chính phủ Canada sẽ có trách nhiệm về mặt pháp lý nhằm khảo sát kỹ lưỡng những hiệu quả dự án đầu tư từ nước ngoài cuă càc công ty quốc quốc doanh được chính phủ họ bảo trợ, đồng thời khảo sát những ảnh hưởng trên nền an ninh quốc gia. “Việc tăng cường những công ty quốc doanh đầu tư nước ngoài do chính quyền của họ bảo trợ tập trung vào những lãnh vực tài nguyên chủ yếu, cấu trúc hạ tầng cơ bản và các ngành công nghiệp nhạy cảm là những mối quan tâm nghiêm trọng về an ninh và bảo mật của người dân Canada. Senator Ngo Introduces Mandatory National Security Review Bill [For immediate release] December 11, 2018 Today, Senator Thanh Hai Ngo issued the following statement regarding the introduction of Bill S‑257, An Act to amend theInvestment Canada Act (mandatory national security review of investments by foreign state-owned enterprises): “This Senate public bill would strengthen and modernize the government’s ability to protect national security while preserving Canada’s longstanding open investment policy. “The government has a duty to protect our national security and a responsibility to enhance confidence in investments made by our international partners and allies without putting the privacy and safety of Canadians at risk. Under this legislation, the Government of Canada will have a legal obligation to rigorously examine the effects of a foreign state-sponsored investment and assess its impacts on national security. “Rising state-owned enterprise investments concentrated in key resource sectors, critical infrastructure and sensitive technologies are serious safety and privacy concerns for Canadians. Le sénateur Ngo présente un projet de loi sur l’examen obligatoire relatif à la sécurité nationale [Pour diffusion immédiate] Le 11 décembre 2018 Aujourd’hui, le sénateur Thanh Hai Ngo a publié la déclaration suivante au sujet de la présentation du projet de loi S‑257, Loi modifiant la Loi sur Investissement Canada (examen obligatoire relatif à la sécurité nationale des investissements par des entreprises d’État étrangères) : « Ce projet de loi public émanant du Sénat renforcerait et moderniserait la capacité du gouvernement de protéger la sécurité nationale tout en préservant la politique d’investissement ouvert appliquée depuis longtemps au Canada. » « Le gouvernement a l’obligation de protéger notre sécurité nationale et d’améliorer la confiance à l’égard des investissements faits par nos partenaires et alliés internationaux sans compromettre les renseignements personnels et la sécurité des Canadiens. Avec cette loi, le gouvernement du Canada aura l’obligation juridique d’examiner rigoureusement les effets d’un investissement parrainé par un État étranger et d’en évaluer l’impact sur la sécurité nationale. « La multiplication des investissements d’entreprises d’État concentrés dans des secteurs de ressources clés, des infrastructures essentielles et des technologies sensibles alarment la sécurité et la vie privée des Canadiens.
